Electrical contractors working anywhere in the vicinity of energized or potentially energized powerlines or circuits are required to use insulated hand tools, per OSHA regulation 1910.335(a)(2)(i). When I was "young," the most recognized standards organization in the United States for electrical equipment was the National Electrical Manufacturers Association, or NEMA.

NEMA was created in 1936 by the merger of the Electric Power Club and the Associated Manufacturers of Electrical Supplies. The organization’s purpose was to bring consistency to the manufacture of electrical equipment.
