Finding Intermittent Voltage Problems
Trying to find phantom voltage problems can be frustrating for both you and your customer. The customer is sure that he has a problem, but you are not sure if it's from the voltage or some other cause. "How's the voltage quality?" is the first question that a malfunctioning equipment supplier will ask. If you say it's fine, and later it's determined to be the problem, someone will have to pay the non-warranty service fees.

New NFPA 70E Requirements for Insulated Hand Tools
Insulated hand tools are used for safety. NFPA 70E is the "Standard for
Electrical Safety in the Workplace". This was revised effective January
2009 for insulated hand tools in section 130.7(D)(1)(a)(3).
The overall requirements for where to use insulated tools didn't
change. If there is any chance that a tool could make accidental
contact when working close to energized parts, insulated tools are
required. In addition, insulated hand tools are required where
specified in Table 130.7(C)(9).
