Reducing Flash Hazards by Overcurrent Protection
OSHA permits working on live circuits in specific cases, especially if shutting down a circuit would create more hazard than working on the live circuit itself.  But when a circuit is worked on live, how can you reduce the risks of Flash Hazards by knowledge of overcurrent protection?

WHY FUSES: Reliability and Safe Replacement
Fuses are often a good choice over circuit breakers for overcurrent protection because they are economical, limit fault current duration and magnitude, and are extremely reliable – their speed of response does not slow down over time.   Current limiting fuses operate faster than most circuit breakers, helping protect equipment downstream from damage resulting from a short-circuit event. With no moving parts, fuses don’t need extensive periodic maintenance to ensure they’ll operate when needed.

WHY FUSES: More Advantages
Modern fuses are reliable overcurrent protective devices designed to last the life of the installation. Unlike circuit breakers which are mechanical devices that require periodic exercise, inspections, and calibration tests to ensure they provide protection as intended, fuses merely require periodic visual inspection of the fuse and clip for continued mounting integrity. In many cases, when rectifying a faulted circuit condition, replacing a fuse is an easier task than following proper procedures for circuit breakers after a fault condition.
