The answer really comes down to the situation or combination of circumstances.   Ionization technology has been found to be most effective at detecting low-smoke flare-up fires that have already been established. Conversely, photoelectric technology uses works best at detecting smoky, smoldering fires.

Explosion Proof Fire Alarm Systems
Edwards Signaling has introduced the 116 Series LED Beacon fire alarm system, suitable for use in explosion-proof and hazardous locations such as oil platforms, refineries, granaries and chemical plants. The UL and cUL (Canadian UL) listed system is for use in Class 1, Division 1 and 2 applications, with a beacon designed for areas requiring high visibility and notification, but requiring little to no maintenance.
